We explain how to bound general bilinear forms of the form sum_{x,y in F_p} a(x) b(y) K(x,y) where K is a specified trace function and a and b are arbitrary in terms of the L^2 norms of a and b. The bounds we give are essentially sharp and they arise by an iterative argument involving some, but not very many, properties of l-adic sheaves.
